Try Le Maroc pour Elle by Tauer Perfumes. Although I can't detect the rose in it, many others can, and it's a very good floral-cedar in any case.

The old Guerlain colognes--Eau de Guerlain and Eau de Cologne Imperiale-- are a bit hard to find but worth seeking out. Both are very refreshing citrus scents.
